Set foreground & background colors as in image.

Create new layer and apply clouds filter to this layer (Filter > Render > Clouds).

Apply photocopy filter to same layer (Filer > Sketch > Photocopy) using these settings.

Apply Smudge Stick filter to same layer (Filter > Artistic > Smudge Stick) using these settings.

Now Add Noise filter to same layer (Filter > Noise > Add Noise) using these settings.

Apply Motion Blur filter to same layer (Filter > Blur > Motion Blur) using these settings.

Now write a text “T”.

Layer arrangement

Create “Clipping Mask” Press “Alt” key and click middle of both layers. Or right click on top layer and choose “Create Clipping Mask”.

Create New Layer under the text layer.
